Highlands is located on the northeast shore of San Pablo Bay. According to the United States Census Bureau, the CDP has a total area of 3.8 square miles (9.8 km2), of which, 3.8 square miles (9.7 km2) of it is land and 0.1 square miles (0.2 km2) of it (1.59%) is water.”
Highlands is a diverse community with a large Hispanic population. The 2010 census reported that Highlands was 45.5% Hispanic, 36.6% White, 9.8% Asian, 5.3% African American, and 2.8% other.
