Highlands is a census-designated place (CDP) in Contra Costa County, California, United States. The population was 10,349 at the 2010 census.

Highlands is located on the northeast shore of San Pablo Bay. According to the United States Census Bureau, the CDP has a total area of 3.8 square miles (9.8 km2), of which, 3.8 square miles (9.7 km2) of it is land and 0.1 square miles (0.2 km2) of it (1.59%) is water.”

Highlands is a diverse community with a large Hispanic population. The 2010 census reported that Highlands was 45.5% Hispanic, 36.6% White, 9.8% Asian, 5.3% African American, and 2.8% other. The median household income in Highlands was $76,054, and 31.4% of the population was below the poverty line.”
